By the authority of the President of the United States, the Secretary of the State has designated various categories of persons who are authorized to accept passport applications. One of those categories is the Clerk of the State Court of Record. Pursuant to that authority, the Wood County Clerk of Courts accepts passport applications as a service to the public.

My office strives to keep up to date on ever-changing procedures and provide you with excellent customer service when processing your passport application.

Through my website, I wish to answer some basic questions about what you need to present when applying for a passport.

What is a Passport Card?

The U.S. Passport Card can be used to enter the United States from Canada, Mexico, the Caribbean, and Bermuda at land border crossings or sea ports-of-entry and is more convenient and less expensive than a passport book. The passport card cannot be used for international travel by air.

What is a Passport Book?

A passport is a document, issued by the government, which certifies, for the purpose of international travel, the identity and nationality of its holder. The elements of identity are name, date of birth, sex, and place of birth. Most often, nationality and citizenship match. Normally a passport entitles the passport holder to return to the country that issued the passport.

How do I apply for a Passport?

Passport Photo Requirements

Your photo is a vital part of your passport application. To learn more, review the information on the travel.state.gov website on how to provide a suitable photo to avoid passport processing delays.


Please Note: The acceptance of your photo is always at the discretion of the U.S. passport agency.

Passport Fees


Submitting incorrect passport fees may delay the processing of your application.

Before submitting your application, please read the Passport Fees information provided on the travel.state.gov website carefully and entirely to ensure that your payment is correct, or contact the the Wood County Clerk of Courts at 419-354-9280.

Passport Application Processing Times


Currently, it is taking 5-7 days for applications to be tracked online.
It may take less time if you paid for Expedite Service and sent your application via overnight delivery.

Please remember when calculating processing times, passport cards cannot be shipped using overnight delivery. All passport cards are returned using First Class Mail.

Birth Certificate Submitted for Minor and Adult Passport Applications

Regarding the birth certificate submitted for minor and adult passport applications, please refer to this important bulletin from the National Passport Service.

All applicants must become familiar with the New Requirement for U.S. Birth Certificates as required by the National Passport Service.


If the applicant's birth certificate does not meet requirements, the applicant has the following options:

1. Try to obtain a new birth certificate that meets the requirements, then apply for a passport.

2. Our office may submit what you have, but it may delay the application process.

3. If the birth certificate does not meet the requirements, Secondary Evidence of U.S. Citizenship may be submitted.
